Flash Player doesn't show up on the parental controls list. Why is that? I would like to block Flash on some accounts but not on others.

Probably because it is a plugin and not a fully fledged application. I can't quite remember if, when you install flash, you get the option of installing "Just for me". You could try uninstalling the flash player, restart the PC and then try re-installing it and see if this option does exist.

You can probably go to the plug in file on the disk and change it's security permission to allow only the administrator to have access to it.
