Because they can make people pay for DLC as without mods and mod tools no one can make custom maps or mods and release them for free, meaning DLC is the only way to refresh the game, thus more $$$. Also, this gives IW and Activision complete control over the game so they can shut it down easily when the next CoD comes out.

HM makes it more like Halo or Combat Arms. Neither of these have dedicated servers.
