Hello, i've been having some problems on my pc with DX10 i got a new 9800GT and it says it can't install. So i am stuck with DX9 can someone help me please

Welcome to the forums.
Well, if I got your question correctly, Windows Vista already comes with DX10 built-in, you don't need to install it. If you mean you're trying to install the drivers and they won't install, a description of that error message would be very useful. A first step would be getting the latest drivers from
NVIDIA's website.
